COBIT 2019 performance management leverages both the current capability model and the CMMI maturity model using the following principles:

  • Simple to understand and use
  • Consistent with and supports the COBIT conceptual model
  • Provides reliable, repeatable and relevant results
  • Flexible
  • Supports different types of assessments

All process activities have a capability level. Thus, processes can have a clear definition at various capability levels.

Performance management capability level

The process achieves a specific capability level, post-completion of all activities at that level. COBIT 2019 support a Capability Maturity Model Integration (CMMI) – based process-capability scheme which ranges from  0 to 5.

The capability level indicates the level of implementation and performance of a process.

The COBIT Performance Management model mostly aligns to and extends the CMMI  Development V2.0 concepts, as

  • Process activities associate to capability levels.
  • Maturity levels relate with focus areas.
  • Maturity is achieved after the required capability level.

Companies can continue using the COBIT 5 process capability model a per ISO/IEC 33000.

The varying capability level is expressed by a set of ratings as per the context. The ratings depend on performance assessment by formal or less formal method, as

  • Formal methods is a pass / fail and results in certification
  • Less formal used usually in performance improvement as per capability level
    • fully ( achieved above 85%)
    • Largely (50 – 85%)
    • Partially  (15 -50%)
    • Not (less than 15%)
